Thomas Jefferson, being an Republican, believed in a strict interpretation of the Constitution. When he was offered the Louisiana Purchase, he was stuck in a predicament. NOWHERE in the Constitution did it state that the president had the power to buy lands from a foreign country. After awhile, Jefferson decided that the Constitution had given the president power to make treaties, so he and Congress signed a treaty and bought the land.
