Why might a satirist offer ironic, rather than direct, criticism of institutions like church and state?

Someone who is a satirist finds enjoyment and comedy in things that are normally considered immoral or taboo. So they would be quite ironic in any statement that is in reference to church or state since both are normally very moral.
