Put the values for the domain in for x, and see what values for y are generated 

x = - 3 --> y = -17 

x = - 1 --> y = - 7 

x = 0 --> y = - 2 

x = 1 --> y = 3 

x = 3 --> y = 13 

so the answer is "C"
