1st the sum of y and 8 is 
y+8
the quotient of 50 and (y+8) is simply dividing 50 by (y+8)
50 / (y+8)
Twice the quotient mean multiply 50 / (y+8) by 2, so the answer is:
2 * 50 / (y+8)
