Jordan wrote 4,500 in scientific notation as 4.5. x 10^2. Is this correct? If not, why not?

This is not correct. 4.5*10^2 is the same thing as 4.5*100, or 450. The correct answer is 4.5*10^3, as 10^3 is 1000, so 4.5*1000=4500.
