The best thing to do is to find out what 1/7 is.
9/7= 1.28
1.28x3= 3.84
Therefore 3/7 of 9 is 3.84

In math, "of" almost always means "times".

So your question is:  3/7 times (the number) = 9

Multiply each side of that equation by  7 :   3 times (the number) = 63

Divide each side by 3 :              The number = 21
