I'm not good at graphing, but desmos.com is an online graphing calculator that works really well.

First tou make the y<= 3x and turn it into y=3x. Graph that line normally by substituting different values. I got points that are (0,0) and (1,3). Once you graph it substitute a point that is under or above the line that you drew. If that point correctly fits the equation then you shade the other side but if it gives a wrong answer (like 7=3) then you shade the side with the point.
