When folks who live in the SW part of the US (like Arizona and New Mexico) say, "I don't feel the heat - it's a 'dry heat'." , what do they mean? (Give details, please)

Dry heat means there is no humidity. In the south east the air is so moist that it is a wet heat and miserable. For example, in Florida the humidity is unbearable.
