It's what you put in the text box. For the DBA's you have to type what you talked about for the assignment so that would be a student comment. They're used to type your answers if you can't submit a file or just don't want to create one.
student comments is what students use to express the answer to the whole class or in general , student comments are really good to use when in need of help
