If the line is parallel, then it has the same slope as the reference line, in this case: m=-2/3.

It must pass through the point (4, -5)

Point-slope form is:  y-y1=m(x-x1) where m=slope, (x1,y1) is a point on the line so:

y--5=(-2/3)(x-4)

y+5=(-2/3)(x-4)
