Explain why streets and highways have speed limits rather than velocity limits

Speed is the distance and object travels per unit of time.Velocity on the other hand is the speed of an object in the direction of its motion. So, the difference between them is that velocity includes the direction of motion and speed does not. Streets and highways have speed limits rather than velocity limits because they only care about the speed of the vehicle, not about the direction.
