Brooke has to set up 70 chairs in equal rows, but there room for only 20 rows, How many possible rows could Brooke set up

If she divided 70 chairs among 20 rows, that would be 3.5 chairs per row. 

But you can't have half a chair, so idk.

you could set about 3-4 chairs in a one row to get the lowest amount of chairs in one row.
