Use long division or synthetic division to find out. If the remainder is 0, then it is a factor.

-1 I  1    -7    -10  16
    I        -1       8   2
----------------------------
        1    -8    -2    18

the remainder is 18, not 0, so the answer is no.

I used long division to double check and got the same result. No.
