When a neuron fires, it fires in a(n) all or none fashion as there is no such thing as "partial" firing. Neurons receive and transfer information through signals. The firing of neurons is known as action potential and action potential follows the all or none law. With this law a neuron must meet a certain threshold or it will not fire.
