A hooverville was what many people called the 'villages' of poor people during the Great Depression. These 'villages' were mostly made of cardboard, or any type of materials the people could find. The people living in hoovervilles were people who became completely broke due to the stock market crash. Many people blamed the president for the stock market crash, who was Herbert Hoover, thus making the name Hooverville.
