The correct answer is a league of Nations to prevent future wars.

This was supposed to be an organization like the United Nations but the idea failed because it didn't get the support of the United States. The congress didn't ratify the idea and didn't support US interventionism and participation in European affairs so the League of Nations did not have the power to prevent what came later.
