The question says.'why might soil rich in organic matter not be fertile. Soil rich in organic matter might not be fertile because of poor soil drainage, erosion, high carbon soil content, etc. All these processes make soil nutrients unavailable to the plants and thus the plants will not be able to benefit from the soil fertility

Soils rich in organic material are always highly fertile. So, I don't understand which reason you want....
